The Code Compliance Officer serves for the City of LaPorte, responsible for conducting on-site investigations and inspections of complaints, reviewing complaints for compliance with ordinances, and providing consulting services to resolve complaints and/or violations.
ESSENTIAL DUTIES OF THE POSITION AND JOB REQUIREMENTS
- Investigates complaints, including conducting on-site investigations related to ordinance and code violations.
- Consults with multiple agencies, including other City Departments, County Departments, and the public to resolve complaints and/or violations.
- Provides follow-up regarding compliance, captures tangible data for analysis in order to identify trends in violation and/or behavior, and prepares various reports.
- Maintains inspection log, keeping up-to-date and accurate records of information regarding ordinance and code violations, including photographs.
- Prepares correspondence for property owners in violation. Distributes warnings and fine notices as necessary.
- Reviews conditions for compliance and requires reinforcement of violations. Works with violators to resolve violations, sometimes using progressive enforcement techniques.
- Assists Building Inspector and occasionally Fire Department on inspection of buildings.
- Testifies in court and/or other legal proceedings as required.
- Attends continuing education and training as required.
- Performs related duties as assigned.
- High school diploma or high school equivalency (HSE); and at least three to six months related experience and/or training; or equivalent combination of education
- Valid Indiana Driver's License.
- Working knowledge of and ability to read, interpret and apply state and local zoning and building and municipal codes, maps, basic construction, and community geography.
- Working knowledge of standard English grammar, spelling and punctuation, ability to read and prepare correspondence and detailed reports.
- Working knowledge of and ability to effectively communicate orally and in writing with co-workers, other City and County departments, local law enforcement, engineers, other agencies, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
- Ability to read, interpret, and understand codes and ordinances, manuals, various websites, Beacon mapping, and water department records.
- Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
- Ability to provide public access to or maintain confidentiality of Department information/records according to state requirements.
- Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate or hostile persons.
- Ability to operate standard office equipment, including computer, calculator, camera, tape measure and telephone.
- Ability to work alone with minimum supervision and with others in a team environment.
- Ability to work on several tasks at the same time and work rapidly for long periods, occasionally under time pressure.
- Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
- Ability to plan and layout assigned work projects and apply knowledge of people and locations.
- Ability to compute and perform arithmetic operations, compile data, analyze, evaluate, observe, investigate, and make determinations and take action based on data analysis.
- Ability to occasionally work extended hours and occasionally travel out of town for training, sometimes overnight.
PHYSICAL DEMANDS

Incumbent performs majority of duties in a standard office environment, vehicle, and outdoors, involving sitting and walking at will, sitting/standing/walking for long periods, lifting/carrying/pushing/pulling objects weighing over 50 pounds, handling, grasping, fingering objects, bending/reaching, crouching/kneeling, close/far vision, depth perception, hearing sounds/communication, speaking clearly, keyboarding, and driving.
Incumbent is occasionally exposed to extreme weather conditions, wet/icy surroundings, walking on uneven terrain, working in high places, and may be exposed to violent or irate individuals and/or situations involving potential physical harm to self and others.
WORK ENVIRONMENT
While performing the duties of this job, the employee is routinely exposed to moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; risk of electrical shock, and vibration. The noise level in the work environment is loud. Incumbents may be required to work overtime, respond to after hour emergencies, or be called at any hour as needed.
