COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)

 

                The Community Development Block Grant Program began in 2004 in the City of LaPorte.  Funded projects must meet one of the national objectives established by the Federal Department of Housing and Urban Development.  These objectives are  benefitting low- and moderate-income persons, preventing or eliminating slums or blight, or meeting other community needs having an urgency because existing conditions pose a serious and immediate threat to health or welfare of the community and other financial resources are not available to meet such needs.

 

CITY OF LA PORTE ACCEPTING PUBLIC COMMENTS ON PROPOSED ACTIVITIES IN 2024-2028 CDBG FIVE-YEAR CONSOLIDATED PLAN

The City of La Porte is designated as an entitlement community for Community Development Block Grant funds from the U.S. Department of Housing and Urban Development for Program Year 2024.   The funding can be used to meet three (3) national objectives:  benefit low and moderate-income families; aid in the prevention or elimination of slum or blight; or meet an urgent or emergency need.  Projects can improve housing conditions; enhance the quality of living; and expand economic opportunities. In 2024, the City expects to receive $447,295.

A plan of action is currently underway which will describe the manner these funds will be used.  This plan, also called a Consolidated Plan, identifies needs, and sets priorities for allocating HUD funds during the next five (5) years.  Based on input from groups, agencies, and citizens, the City has prepared a draft Consolidated Plan.  This plan identifies projects the City intends to fund during the first year of the plan.

 

Concurrent with the Consolidated Plan, the City has prepared two (2) additional supporting documents.  These documents are the Citizen Participation Plan and Assessment of Impediments to Fair Housing.  The Citizen Participation Plan governs the City’s policies on informing the La Porte citizens on HUD-funded projects.  The Assessment of Impediments to Fair Housing identifies fair housing issues within La Porte.

 

The City will submit this proposed Plan to the U.S. Department of Housing and Urban Development (HUD) on or about August 15, 2024, for final approval and funding.

 The City of La Porte will accept and receive all oral and written comments from interested citizens and agencies at this hearing and until August 12, 2024.  After July 11, 2024, a draft copy of the said plan is on file at the Office of Community Development and Planning, 801 Michigan Avenue, La Porte, Indiana.  The Plan can be examined daily from 9:00 a.m. to 3:30 p.m. with prior appointment.  A copy of the Plan is also available at La Porte County Public Library Main Branch, 904 Indiana Ave., La Porte, Indiana.  The proposed Consolidated Plan will also be posted on the City’s website at https://www.cityoflaporte.com/departments/community-development-planning/block-grant.

 

The City of La Porte will provide the U.S. Department of Housing and Urban Development (HUD) the names, the affiliations and comments of all individuals and agencies who attend this hearing.  Written comments regarding the 2024-2028 Consolidated Plan can also be sent to the following addresses before the end of the public comment period:
